Let me clarify Shields' movement from/to off-board.

Q1. May Union player move Shields' detachments off-board and gain VPs by them?

Q2. I want to clarify Shields' movement to/from off-board.
    a. Is stacking limit applied to blocks off-board?
    b. How is Move/Attack limit applied to movement to/from off-board?
    c. May blocks move two towns when they move to/from off-board?

Basically, players should assume that there is just one hypothetical Union town that is connected with Salem with road, I think. But applying stacking limit to off-board is too strict, I feel.

That is a good question. Gary has been very helpful and available, but I haven't seen Tom here answering questions. I always thought this forum was the way to ask Columbia Games.

NO, they cannot be deployed (moved) off board for any reason, but are worth 1/2 victory point if destroyed.

Yes they can move or force march off board.

A c. No single hypo town. Check out a map of Civil war Va. they are on the march to link up with other Federal Corps in Northern Virginia. (As per orders.) Road limits restrict movement to and from board.... no reason to think too much on this, after you think about it for a second, it all makes sense.
